I have just tested the recently-released 2.2.9 for this bug and can confirm
that it is fixed in this version.

Note that there are no changes to server/log.c between 2.2.8 and 2.2.9.
However, there has been quite a bit of work done in support/rotatelogs.c so it
looks like that was where the fix was done.
