java2ws and cxf.xml with wsdlLocation

Executing java2ws with a cxf.xml that contains a wsdlLocation leads to a
FileNotFoundException.

Why is java2ws looking for a wsdl (at the wsdlLocation) when it should just
generate that wsdl file?
