Add the Ivy documentation to the Eclipse help

Just as IVYDE-150, the documentation of Ivy can be added to the Eclipse Help center.
To not pollute the Ivy jar with some Eclipse specific resource, I think the best way to implement this is to have a seperate plugin: it would be basically just a jar containg a plugin.xml, the html files of the doc, and a toc file (toc file that can be generated from the xooki one).

I wrote an AntLib for generating an Eclipse help plugin from the Ant HTML manual.

AFAIK Ivy has another layout, but maybe there are some ideas Ivy could use.
