Automatic/Time triggered Update of a page?

I want to write a page whose main content is from a file writen by another application.
Whenever this file is updated, I want to push this page to user side and refresh user client (mozilla, for example)
Is there any components  in cocoon that can do this?
Or what else should I use?
As I totally have no idea how to do this, any comment is more than welcomed!!!
