constification and -Wall

I believe I've fixed all the -Wall warnings related to the recent
constification of large segments of the code.  The only one I haven't yet
checked, because I don't believe I have a platform I can test it on, is
mod_dld.c.  If someone who uses that could compile it and fix the problems,
that would be a good thing.
