How to define Bottleneck ?

Hi,

I have three w2k advanced server:

web server (Apache 1.3.26)<-->appl server run java online(tomcat 3.2.2)<-->db server(oracle 8i)

 When i run 100 online request, some are fail and wait for a long time. In web server, run "netstat", a lot of TIME_WAIT. In application server, netstat, only some are TIME_WAIT.

How to set maximum connection in Tomcat, which parameter ?

I would like to know is there any tools for testing which are bottleneck of system.
