Scheduler - Partitioning

Hi,
a short question regarding different schedulers ( FairScheduler & CapacityScheduler).
How is the clusteractually split? Is it on the time basis (first run job x on entire cluster then ... ) or on a node basis (job x runs on nodes 1-100, jobs2 ....).
