Resource Estimator currently follows the same structure as SLS (https://github.com/apache/hadoop/tree/trunk/hadoop-tools/hadoop-sls) as SLS is used quite extensively for internal developer analysis and this is quite similar. 

[~aw], setting the target version to 3.1.0 as the clean up has a transitive dependency on HADOOP-9902. Thanks.
