   ### SUMMARY
   As people may or may not follow the instructions to add the commit
   hooks, it's better to add this as it will prevent the introduction of
   PRs with single quotes. Rebasing a PR from before the black PR was
   merged will tend to introduce single-quotes which shouldn't be allowed,
   and would make the next commit hook trigger catch unrelated / unwanted
   things.
