Hi, [~zsxwing] and [~tgraves].
While looking other failures, I notice that this failure still happens frequently in Maven testing.
The failure is always `fetchBothChunks`. `amp-jenkins-worker-05` machine might be related.

The failure is always `fetchBothChunks`. Can we increase the timeout from 5 second to 10 (or 20) second? Does it hide the underlying real issue?
