Propose to improve the following areas: 

1) Under cache/scheduler/rmproxy, we have duplicated methods of enqueueAndCheckFull. 

2) Existing enqueueAndCheckFull won't block when the event queue is full, we should block the writing. Otherwise, we will miss event and cause weird bugs. 

3) We lack events when the events are accumulating in the queue.
