I agree that discussion on this bug should go on separately from <a 
href="http://nagoya.apache.org/bugzilla/show_bug.cgi?
id=2291">Bugzilla#2291</a>.  However there is a chance we may simply take the 
same road, in case we ever want these files to be loadable by the same 
mechanisims as JAXP stuff, etc.
In any case we should document this and the other bug now in our 2.2 release 
even if we don't change the code yet.
(Someone remind me to send out a note on xalan project suggested bug processing 
guidelines too... been meaning to do it for a while now)
