Suitable name search for Apache MesaTEE and next steps

As documented in [1], I've opened a Jira ticket [2] for the suitable
name search. It's best to get this started sooner rather than later in
case there are naming issues because renaming things if necessary
later is harder.

The next steps here would be to get software grants [3] filed with the
Secretary. Then we can start migrating repositories and other data
once everyone has accounts set up.
