Shouldn't we be doing this as part of TEZ-4173? So that the precommit tests on the patch uploaded in TEZ-4173 can run against all the scenarios of TestRecovery? Any thoughts?

> In TEZ-4173, a regression has been investigated (caused by TEZ-4140), which was missed because we choose test cases in TestRecovery [randomly|https://github.com/apache/tez/blob/master/tez-tests/src/test/java/org/apache/tez/test/TestRecovery.java#L245].  I think we should enable all cases in TestRecovery, even before speeding up tests (in TEZ-4149), as according to the current precommit workload, we can afford to have a longer test run, and we should detect regressions as early as possible.
