   This is the last PR of controller separation ([Design doc](https://cwiki.apache.org/confluence/display/PINOT/Controller+Separation+between+Helix+and+Pinot)).
   
   This PR adds all the logic needed for lead controller resource. ControllerLeadershipManager is removed in this PR. All the periodic tasks are run depending on whether the current controller is the leader for given tables.
