[DISCUSS] - Documentation on how to configure and Falcon regression tests

Hi,

Falcon regression required some setup - both machines and configuration to
run. Today, there is a README at
https://github.com/apache/incubator-falcon/blob/master/falcon-regression/README.md

Please comment if you think this information should be moved to a twiki
that gets built along with Falcon documentation.
