Suggestion: Sign custom rule sets with PGP/GPG

To be able to ascertain SpamAssassin rule sets' authenticity, I
suggest adding PGP/GPG signatures to BigEvil, Tripwire et al.

What do you think? Maybe the rule sets hosted on SARE could even be
signed with a common key.
