dumb question

I just did a fresh anonymous checkout of httpd-2.0 from
cvs.apache.org, and automatically got a copy of apr and apr-util
within the tree.  Is this a permanent new behavior? 

(I ask because I'd like to update the Subversion documentation that
describes how to build a mod_dav_svn server.  That documentation
currently tells users to check out apr & apr_util independently.)
