This JIRA tracks the implementation of the layer for routing ApplicaitonClientProtocol requests to the appropriate RM(s) in a federated YARN cluster.
Under the YARN-3659 we only implemented getNewApplication, submitApplication, forceKillApplication and getApplicationReport to execute applications E2E.
