I fail to understand the logic then for embedding and relocating {{org/apache/felix/cm/file/ConfigurationHandler}} (https://github.com/apache/sling-org-apache-sling-installer-core/blob/be3eecedbbb41047c179d56cf2bb76dc85986623/bnd.bnd#L1).
If we anyhow require new/updated bundles we should IMHO remove that one as well.
