Just to clarify here [~danielsh] - svn-eu and svn-us are now the same host. Are you saying that even today when you change your password via minotaur that it occasionally takes up to 15 minutes to sync to svn?

The first listed primary ldap server on svn01 is ldap3-us-west, which tends to be slightly behind on replication. This leads me to believe it's LDAP replication lag, especially since this seems inconsistent. There are a few things I can do to mitigate this, but I'm curious as to how reproducible it is.
