[VFS] JIRA Karma?

Can someone grant me some karma on the VFS project, please? I'll 
eventually need to some version management, but, even now, it seems like 
I can't assign an issue to myself.

I was not planning on doing any JIRA admin, just assigning issues and such.

So do not have a custom set up for VFS or any Commons component I would
guess.

We do not have 53 components in Commons IIRC.

So we'd need to clone this config and then go from there. More than I can
handle today! And this might be an INFRA thing...

I created a 3.0 version just for fun... but... it seems that while we
opened up Commons to all Apache Committers, JIRA is another matter.

To assign an issue, you must be one of:


   - Project Role (PMC)
   - Project Role (Committers)
   - Project Role (Administrators)
   - Group (jira-administrators)

Should we make it such that any Apache Committer can assign an issue?
