Email Comment check box not shown

In the above image, The Blog settings Page picture is shown.
In the picture there are only two check boxes .
1. Allow comments for your weblog?
2. Moderate comments.

But in user guide it shows other two options (in addition to the above two)
email comments
default from email address for comments

I have installed Roller 4.0 , but above two options(email comments & default
from email address for comments) mentioned in user guide is not present in
settings page?
Why is this so?
I have one more question.

How to configure a local SMTP server so that we can receive email
notifications?
what should be given for smtp.host & value?
I have installed a local SMTP server,hmailenabled. how should i configure it
with roller?

Sounds like, perhaps, your JavaMail connection is not setup correctly.

Check section 6 of the Roller 4.0 installation guide.

Also, if you are on Tomcat make sure you have mail.jar and
activiation.jar as mention in section 3.
