New committers: welcome to Emily Jiang and Chris Wilkinson

Hello,
This is a welcome to Emily Jiang and Chris Wilkinson, both of whom were
voted in as new committers on the Apache Aries project at the end of
October.

Under ARIES-359, Chris has contributed a new runtime for Aries applications
in which each application's content runs in its own isolated framework, with
another framework for their shared dependencies. This implements an
important part of the Aries application programming model. Chris has
provided several other patches and is still improving the isolated runtime
module.

Under ARIES-361, Emily has contributed extensive new code that allows us to
model Aries applications, and use Felix OBR to resolve them, generating a
deployment manifest suitable for the new isolated runtime. Emily has also
provided many patches in and around this area.
