1) I have an existing expat-1.95.2 installation which was not detected
by apache-2.0.28.
2) Setting "manualdir" in config.layout causes invalid setting in
the generated config_vars.mk ($prefix/blah instead of $(prefix)/blah)
3) Makefile doesn't honor "manualdir"
