Create communication layer that involves handshaking with JNDI and passing of versioned identifiers from stub to server to notify stub of a URL list which represents servers in the cluster.  The stub and server should manage passing the list via a version number that is calculated from an MD5 or other hash of the server list.  The version number is passed between the client and server on every call. If the cluster changes, the version changes on the server, and when the client chats with the server, it noticed the change and send the newly update URL list to the client along with the new version number.
