Can Cocoon use the puhs technolgie

On my Web Site, i want use the push technologie.
Like the FAX, i want informed the user by a flash information.
In HTML i used  <META HTTP-EQUIV="refresh" CONTENT=60; URL=......>
How i can make in XML
