Easiest way to acquire them is to download a recent nightly build of the
commons package you want -- in this case from:

  http://jakarta.apache.org/builds/jakarta-commons/nightly/commons-dbcp/

with the obvious change in the last element of the path for any other
commons package used by Struts.
