Add a single consolidated LOG.info statement in the HistoryServer constructor that logs the effective values of:
 * archive storage type
 * archive load mode
 * retained-jobs / retained-applications counts
 * retained-ttl
 * clean-expired-jobs / clean-expired-applications flags
