Patch makes the following changes.
- Adds a method createDefaultCustomEdgeProperty to all the edge configurers.
- Changes the Configurers which partition data to accept the partitioner in the constructor (instead of having to call configureOutput(partitioner, partitionerConf)

Applies on top of TEZ-1279.
