For addressing one of our target communities for GSoC2014, I created a specific filter with the project on a concrete topic:

that I've already shared with the community:

But then I realized I do not have permissions to make that filter public:

Actually I don't need my user with the "Create Shared Filter" global permission; if you could just directly make that filter public, for me would be more than enough.
