Question and participation

I've a question regarding xalan. Xalan seems  doesn't support  UTF-16 and ISO-10646-UCS-2(Raw unicode). I need the latter for chinese code translation. Do you know if there is additional classes or version I've to download to solve this problem, or this hasn't been addressed yet?
In addition, I'm interested to know how I can join development team
