2.0.38-dev running on icarus

.... as of 10:10pm EDT.

So much for 2.0.37.  For those of you who missed the fireworks on
dev@httpd, Greg Stein discovered a case where HEAD requests for CGI
scripts were failing.  It seems to have been triggered by the upgrade of
FreeBSD to 4.6-RC, but regardless, we felt we needed to fix it.  So 2.0.38
is almost ready to roll, but we wanted to get some testing in quickly
first.... so here's 2.0.38-dev.
