Since the addition for the faces major renderer for panel form layout, this issue can be solved using something like the following to insert spacing between inputs.

af|panelFormLayout::label-cell
{
  padding-top: 8px;
}

af|panelFormLayout::content-cell
{
  padding-top: 8px;
}
