Amusing. If a user tries to open a last-ditch menu item in W32, they will be
taken to a text page that is rather unhelpful.

To reproduce:

1) Using Windows, Open: Start -> Programs -> Apache HTTP Server 2.0.47 -> Help
I'm Stuck!

results: User is presented with a page that reads: 

"URI: index.html.en Content-Language: en Content-type: text/html;
charset=ISO-8859-1"

In my case the path is ../Apache%20Group/Apache2/manual/faq/index.html but the
.html file simply contains the above text. 

expected results: Page represents the index page of a FAQ or manual.

NOTE: There are several other .html files in the same directory that are not
complete.
