## What changes were proposed in this pull request?
Polling when a new root ca certificate is available doesn't pick up if the certificate sign request (or anything during certificate rotation) went wrong and never tries again even if the client didn't store its certs successfully.

Hi @fapifta I'm not sure why but findbugs failed with inconsistent synchronisation for RootCaRotationPoller on some line that is not even accessing the RootCaRotationPoller. It worked fine both locally and on my branch here: https://github.com/Galsza/ozone/actions/runs/5551369657
