simple requirement

Hi All
I have a simple requirement.
Can I control the customization of portlet viewing at first web page of 
site through login as admin to the portal and change the customazation 
through GUI rather editing the script?
What I mean, say, I want to create a page, if a user access this page, 
it can view as simple page, say on www.xyz.com, with out any cutomaize 
right to any portlet.
Where as if I log in as administrator, I can have the access control to 
its customaization to its portlet viz. change thier position, close one 
portlet etc. and save the setting.
Thereafter  user again view this page www.xyz.com, and changes should 
reflect on the page.

I have developed the portal through customizing file default.psml and 
make the portlet arrangement through the script by writing row and 
column value.
But my requirement is admin arrange through GUI of portlet and it should 
reflect to all the user at the first page.
