Hi -
Not to be the one to taint your cheerios, but I think your question
would be better served by asking Invision for comprehensive instructions
on how to install Powerboard onto Windows. I know it works because I
have several hosting clients who use it on Windows.
When you can verify that Powerboard is installed properly, we would be
more than happy to help you get everything else running. However, I
don't think your actual issue, as it stands now, pertains much to
Apache, if at all.
Thanks!

it's telling you that it can't find
"c:\inetpub\wwwroot\chrisandhayz\Forum\install\index.php"
not that it can't find
"../sources/ipsclass.php"

You do not use chmod in windows. What are you trying to do? If you want to change the property on a file
in windows //Right click on the file, then go properties / at the bottom of the screen you can do read, write , hidden.
I think that you would get a little more help if you explained what you wanted to get accomplished.
