[REPORT] Apache Attic board report, Feb 2013

Apologies for missing the report last month. At this point there are no issues
requiring board attention in the Attic project. Things are quiet, the pipeline
is empty but the low to nonexistent mailing lists traffic is being monitored.
Other than one small ongoing task on closing the XML project, we are waiting for
things to do!
