[RESULT][Vote] Apache OpenMeetings 2.0 Incubating Release Candidate 3

Dear Incubator members,

I am closing the Vote for Apache OpenMeetings 2.0 Incubating Release
Candidate 3.
The Vote is considered to be negative, it received:

6 PPMC +1:
aaf, solomax, smoeker, alvaro, german, sebawagner

Wider Community: 4 times +1
Irina, Denis, Jaime, Baskar

2 IPMC -1:
yegor, sebb

Reasons for rejection:
 - Problems with source documentation with building on windows
 - Notice file contains unnecessary content
 - Missing License header in some source files
----
 - Incompatible License in Openmeetings documentation of component: JQuery
Plugin "Fancybox" due to license change since version 2.0 from MIT to
Commons-Creative-Non-Commercial
