TestSplitTransactionOnCluster fails 80% of time in the GCE run up on https://builds.apache.org/view/H-L/view/HBase/job/HBase-Find-Flaky-Tests/job/branch-2/lastSuccessfulBuild/artifact/dashboard.html

We want to run a compaction to clear up references but logic doesn't handle case where compaction already running.
