CVS access not working
Trying to check in fix to Bug 25864
**** Access denied: Insufficient Karma (elrod|ws-axis/c/include/axis/server)
cvs server: Pre-commit check failed
cvs [server aborted]: correct above errors first!
cvs commit: saving log message in /tmp/cvs001304

EXPAT vs. XERCES

Even though all the docs talk about using expat all the ws-axis projects
are set up to use xerces. Additionally, even if I define
USE_EXPAT_PARSER instead of USE_XERCES_PARSER the Xerces code still
tries to compile causing all sorts of errors. Should we be using xerces
or expat?
