On Service Configs page:
If the config group being viewed is "default", show SCVs (Service Config Versions) that belong to the "default" group only for both the flow boxes and in the pulldown.
If the config group being viewed is not "default", show default SCVs as well as SCVs for that config group (but do not display SCVs for other config groups) for both the flow boxes and in the pulldown.
For the SCV being viewed, show it in the pulldown, but gray it out and disable it.
Show the "View/Compare/Make Current" popover when hovering over the flow boxes as mocked.
When "final" flag is not editable, the cursor should turn into "disallowed" style on hover (right now it is showing the "hand", which implies clickable).
