Many webserver methods (eg. AMWebServices.getTaskAttemptFromTaskAttemptString()) return NotFound for malformed requests instead of BadRequest.
This would be inconsistent with expected HTTP behavior. Would be good to fix them. NotFound should be returned for valid resources which dont exist.
