History behind this list (was: Welcome to diversity@apache.org!)

Those arriving directly on this list should see the recent history on
dev@community where the original idea for this mailing list about
diversity and inclusion were formed.  Obviously, as we build a
productive and respectful community on this diversity@ list, we'll be
updating the proposal with new ideas and with people who volunteer to do
the work.
