Callers of {{ZooKeeperSubmittedJobGraph#removeJobGraph}} expect that we fail with an exception if the {{JobGraph}} cannot be removed. This is not the case since we call internally {{ZooKeeperStateHandleStore#releaseAndTryRemove}}. If this method returns {{false}}, then we need to fail with an exception.
