   hi, I only know `select hour_ceil('1970-01-01 01:00:10') `got `1970-01-01 02:00:00 `,
   but `select hour_ceil('1970-01-01 01:00:10', 1, '1970-01-01 00:00:30')`; 
   what does this sql mean ?
