    Fix Version/s: 3.0

Setting the fix version for 3.0 - though if there are patches available when 2.3 is ready then there's no reason not to go then.

I imagine that people will be interested in discussing this on commons-dev; especially as it's sounding that maybe the wordWrap method might be wanting to grow to be a useful class in the text package instead of part of WordUtils. Or that people might think this is too much for Lang.
