This description is a good summary. Additionally, I would recommend to start with a simple test case (integrated into our junit test suite) and add a dummy runtime instruction, which allows evaluating that the parser/compiler integration is properly working. Also, this task could be broken down into (1) extensions of parsing and validation at language level, (2) hops, lops, and instruction generation, (3) IPA integration, and (4) parfor integration (robustness for the case that paramserv it self is used inside a parfor statement).
