Upstream Hbase has moved forward in a way that isn't compatible with Impala's current test framework.  Several of the APIs used for forcing splitting and assigning regions to servers have radically changed and been made private in Hbase-2.0.

We should introduce a shim layer around this which is compatible across multiple versions of Hbase.
